Rent Leveling Board
The Perth Amboy Rent Leveling Board oversees the enforcement of the City’s Rent Control Ordinance (Chapter 353) and hears matters related to tenant complaints, landlord applications, and rent increase requests.
The Board has the authority to conduct hearings, review evidence, and issue decisions in accordance with City Code and applicable state law. Formal rules and regulations govern how complaints and applications are filed and how hearings are conducted.

Current Rent Control Cap
On October 12, 2022, the City Council adopted an amendment to Chapter 353 modifying the City of Perth Amboy’s rent control cap, effective November 1, 2022.
• For units with water included, rent increases may not exceed 3%.
• For units without water included, rent increases may not exceed 2.5%.
• Periodic tenants with a lease term of less than one (1) year may not be charged a rent increase until the lease exceeds twelve (12) months. Any increase must comply with the caps listed above.
All landlords subject to the provisions of the Perth Amboy Rent Control Ordinance must comply with the current rent control cap.
